That's even more extreme than the obvious solution I mentioned which would be to make you unable to attack greys (10+ lvls lower) unless they attacked you, which would make ganking impossible. But that would allow a group of lower level players to surround a higher level player and get into perfect position to all attack at once. Although that would be hilarious, it's not very fair; albeit, neither is a lvl 60 riding around one shotting lowbies all day for whatever insane reason, with no repercussions.
It's interesting to think about.
Most ganking now I would say is by individuals and this would necessarily stop.
Where it would be impossible, ganking would then have to be conducted by pairs or more.
in all things, there are factors which encourage, and factors which discourage, and in the end, you get what you get.
By requiring *at least two people*, rather than just one, we discourage ganking - I think quite strongly; causal ganking when a Horde just passes by and kills a grey can't happen, and that's currently most ganking.
If we think about levels, right now, a high level player ganks anyone lower than him - so one player can gank a lot of players.
If players can only gank the same or higher levels, players first have to be at least in a pair, and even then can only gank someone fairly close in level to themselves, because players gain so much power as level rise.
This decreases the opportunity to gank; you must be in a pair or more, and then must *also* find a player only a few levels higher than you.
As you say, it is also a reversal of the current situation.
Rather than a ganker getting to 60 and then ganking everyone in the game, we have gankers now grouping up and killing people who are *higher* than they are.
I think twinks would become a problem. A twink is a lot more powerful than his peers, and could gank on his own, especially rogues.
Twinking in this situation isn't limited to 19/29/39, etc; in fact new twink points would be found, where equipment/buffs have a peak.
All in all, gankers will compensate for this change, but I think ganking would still be much discouraged; either you need two or more people to gank, which reduces frequency, or you need to twink, but even if you twink, you are still only able to gank people at your level or maybe five levels higher at most.
Compare that to now, when a single player at 60 can gank anyone a level or two lower.
We have internationally accepted rules of war in the real world, but we're playing a fucking game here where the rules could be easily enforced to make the game more fair and accessible to new players; yet nothing is done to stop griefing.
Organizations will always do the worst possible thing.
